CGITP is administered and maintained through a partnership between the University of Maryland (administered by the START Consortium and Applied Research Laboratory for Intelligence and Security (ARLIS)) and Global Skills X-Change (GSX).

GCITP was developed in partnership with the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S) Counter-Insider Threat program, the National Counterintelligence and Security Center/National Insider Threat Task Force, and the Defense Personnel and Security Research Center (PERSEREC)/Threat Lab.
