GCITP is administered and maintained through a partnership between University of Maryland (led by Applied Research Laboratory for Intelligence and Security (ARLIS) with support from National Consortium for the Study of Terrorism and Responses to Terrorism (START)) and Global Skills X-Change (GSX).

GCITP was developed in partnership with the Office of the Undersecretary of Defense for Intelligence and Security (OUSD I&S) Counter-Insider Threat program, the National Counterintelligence and Security Center/National Insider Threat Task Force, and the Defense Personnel and Security Research Center (PERSEREC)/Threat Lab.
